UTILITY DEPOSIT AND REFUNDING

 

Every property owner or utility user shall, prior to receiving utility service through a meter, deposit with the City Finance Officer a meter deposit.  Said meter deposit shall be held in a separate fund as a guarantee of payment of utility charges.  Whenever service to a customer is discontinued, the balance due the City for utility charges and penalties if any shall be deducted from said deposit and the balance of said deposit if any shall be refunded to the property owner or utility user.  Said deposit will be refunded to property owners who have occupied the premises for five (5) years and their accounts have been kept in good standing.  Such deposit fee shall be set by the City Board by resolution and paid before utility service is turned on.
